Complete vs completed?

in my english test, in the writing section, there was a question of translating korean to english.

I wrote '~the bridge was finally complete'. teacher says 'the bridge was finally completed' i've heard that the adj complete and verb complete ->completed have some differences, but I still think my answer is quite right. what do you think about this? If you think my answer makes sense, can you guys give me some evidence I can use to talk to the teacher?
