Complete sentence?

Is this a complete sentence with the right grammar?

"The card for expressing your heartfelt feelings in a way that strikes the right balance between adorable, sincere and tasteful!"

I think the grammar is wrong in that this is not a sentence but a noun phrase, because there isn't a verb. What do you think?
