complement to? complement of?

What do you think about this?

"on he other hand, if the demand for good 1 goes down when the price of good 2 goes up, we say that good 1 is a complement to good 2."

I didn't really like the underlined "to" so I changed it to "of"

"on he other hand, if the demand for good 1 goes down when the price of good 2 goes up, we say that good 1 is a complement of good 2."

are both grammatically fine?

to is correct. 'good' is wrong though - 'goods' does not have a singular form. Try 'item'.

On the other hand, if the demand for one product goes down when the price of another product goes up, we say that the first product is a complement to/of the second.
Both seem OK, but I prefer of.
