complement case???

Can I say the sentence below? It sunds strange...though

1) Tom's parents are they.

Usually, I hear "They are Tom's parents."

And since "they" doesn't have complement case, the sentence 1) doesn't make sense?

2) Who do you think is the writer of this novel?
In this sentence 2), "who" works as subject.

Then how about this sentence 3)?

3) Who do you think the writer of this novel is?

In this sentence 3) "who" works as complement?
