Is 'complement' used correctly in

It appears to be the correct word, as far as I can tell with imperfect understanding of the subject matter. However, "complement to each other" sounds better to me, or you could consider just saying "causes them to complement each other".. The comma after "three-fold" is incorrect and should be deleted.
