Compete for & job shortages

Dear teachers,


I watched an episode of 60 Minutes. (Related Links and Scripts are attached in the below.)

Could you help me wrap my mind around the meaning of "job shortages" and "compete for"?

  • The H-1B visas are absolutely necessary to compete for the best global talent.
  1. => Does this mean that U.S. companies insist that they could find highly qualified employees only when there exist the H-1B visas?
  2. => "The best global talent" mean "best global people"?
  • Companies insist that even more H-1B workers are needed to fill job shortages.
  1. => I think "job shortages" should be replaced with "labor shortages" because the businesses have "labor shortages", not "job shortages."
