Compensation fee: made available or comitted to provide

In the following sentences, the text should say that a foundation will give a certain amount of money to candidates who submit a design sketch:


The board has made availabe a compensation (in the amount) of (....)

Or:

The board has comitted to providing a compensation in the amount of (...)

Or are both wrong?

It is quite a formal text.
