The Cambridge Grammar of the English Language calls sentences like these 'correlative comparative constructions' and says they can be arranged in two ways:

(1) More commonly, both clauses begin with a “the + comparative” phrase, and the subordinate clause comes first: “The older he gets, the more cynical he becomes.”

(2) But the clauses can be reversed, with the comparativ
