This question is from the The Official SAT Guide on page 661 #26

John Edgar Wideman is regarded [to be] [one of ] the most talented writers of the late twentieth century ans is often [compared to] such literary giants [as] Ralph Ellison and Richard Wright. [no error]

Shouldn't [compared to] be changed to [compared with]? And [to be] also sounds weird. Shouldn't it be changed to [as]? " John Edgar Wideman is regarded as one of the most talented..."
