1.In 1910 foreign born residents made up 35 percent of the population when compared to 20 percent in 2000.

2.In 1910 foreign born residents made up 35 percent of the population as compared to 2000, when this group was 20 percent

I am unable to figure out what is wrong with above sentences? Can someone please elaborate the issues with above sentence....
