Hi,

This is from a dictionary for the word, "compare":

To be worthy of comparison; bear comparison: two concert halls that just do not compare.

Does it mean "two concert halls that are so bad that they cannot even come up to the level of comparison" or does it mean "two concert halls that are too good to be compared to"?
