comparative or superlative

Hello,

Here is a question that requires me to choose one word from three selections.

Those with the ___ items in their shopping cart, may get in line in checkout aisle 5.

1.fewer 2.fewest 3.less

I chose 'fewer', but the answer was 'fewest'.

Would you please tell me the reason why 'fewer' is wrong?

If there are 5 shoppers A has 10 items B has 18 items C has 3 items D has 24 items E has 4 items. ) Everyone has fewer items than D but that does not mean they can all go to aisle 5.

If there are 5 shoppers

A has 10 items

B has 18 items

C has 3 items

D has 24 items

E has 4 items.

C has the fewest items and goes to aisle 5 (and as they are saying 'those' - plural - probably E and maybe even A can trot over there as well.)

Everyone has fewer items than D but that does not mean they can all go to aisle 5.
