Comparative Clause

1. Our friendship is weak, and no more than would be expected for people of our backgrounds.

2.Our friendship is weak, and no more than what would be expected for people of our backgrounds.

Are both correct? Why?

Also, which is better out of these two?

a. The house should have a deck on both sides of the house, whether small or not.

b. The house should have a deck on both sides of the house, whether the deck is small or not.

It sounds rather odd to me to describe a friendship as 'weak.
