Como across as = come off ?

I've seen some people use come across as and come off as synonyms, as in this example: She came across as arrogant/ she came off as arrogant.

Is that correct, are they interchangeable?

Alright. I asked because the dictionary doesn't seem to list it as a synonym. However, I've seen some native speakers use it that way.
