Communities left to fend for themselves .....?

Hello everybody.

I can't understand the main idea of the following.

Would you please help me?

Communities left to fend for themselves against natural disasters as bad as the earthquakes and mudslides their land endured.

Does it mean they give up fighting ? If yes, fighting for what?

I really appreciate you for helping me.
