Communication system

I am wondering if it is possible to use this expression (communication system) when referring to arrangement of roads/streets/crossroads in a city, or is it just for radio and human communication? If not, what is the correct expression?

It's possible to say that one system of roads communicates with another, but to describe a system of roads as a communication system would not be understood, I'm afraid.

So, can I then say that 'a roundabout is being built in order to facilitate the city's road system' instead of the wrong guess i had 'communication system"?

I'd say the term is okay here, but without context, this strikes me as a mismatch in scope.

You're saying that one lowly roundabout facilitates an entire system. That might be possible, but it would really take some context to explain what you

facilitate doesn't easily take a noun that represents concrete things. Not even transportation infrastructure, which is closer to what you're looking for, can be 'facilitated'. You can facilitate traffic flow, however. I suggest something like this:
