Communication effectively in English (is it correct, teachers)

Hi teachers; Emotion: smile

Please take a look at the following sentence. I'd like to ask you a few questions concerning it, please. 

Here's the sentence:

- Communication effectively in English has now become essential in many countries. 

I think it's an ungrammatical sentence, because "communication" is a noun and we can't modify a noun by an "adverb", am I right, teachers? 

Can we put, in order to form a grammatical sentence, "Communicating" or "To communicate" in place of "Communication" in the sentence please?
