Is the phrase "commit a violation" or "commit violations" correct?

Yes. But the phrase 'commit a crime ' is much more common. Google gives

commit a crime - 1,190,000 hits

commit a violation - 64,000 hits

In addition, if you walk into a room, and say 'Tom committed a crime yesterday', I'll say 'Oh, what a surprise'.
