Commissioning phase (*)

Hi,

Consider this ex.:

"A (recently launched) space vehicle is reported to be in a commissioning phase.

How would YOU interprete (*)? Does it sound perfect English to you?

Compare the following two examples:

A. "This facility is still in the commissioning phase."

B. "This ship will be decommissioned in 5 months"

I guess "B" is fine in all respects. What can you say about "A"?

This is a bit puzzling, made more so by possible differences in the way Americans and Russians have learned to decipher communications from their respective governments. OK, just to wind up, it is not a good idea to use SV commissioning phase to describe the period of time from the launch up to the moment the satellite status officially changes to "fully operational"...
