Jeff, I cannot come up with a good, formal Latinate word for you-- all I can think of are bustling, industrious, busy, enterprising. Maybe someone else will be brighter.

Only the activest part sounds awkward; one of the most active international trade cities is fine (no hyphen required). Or one of the most active cities in international trade.
