We've got alot going on here. First, doctors generally prescribe. Althought, some nurses now have the authority to do so in certain circumstances. For instance, cardiac nurses can change dosages.

To disseminate is to spread about as though sowing seeds; I can see why you might choose the word but I don't think it works here because the sentence becomes redundant and convoluted. Disseminating a medicine is prescribing inappropriately so the entire sentence really doesn't work.

I think that what you are trying to say is: The over-prescribing of X is a serious concern. Doctors have been lured into the habit of prescribing too freely by the large pharmeceutical companies.
