Comments, urging or comments urging

It's not about politics, but grammar.


I was wondering if there should be a comma between "comments" and "urging"? Is it okay and natural?


I think that that comes from 'comments that urge...', so it should be 'comments urging' like without a comma.


If both ways are okay, could you tell me any differece and when a comma is needed or not needed?
