Most of these sentences are clumsily expressed because they are in PASSIVE VOICE, in other words they are of the form "a thing should be changed" or "the thing requires ...". It's clearer and simpler to re-word these sentences to be more DIRECT, in ACTIVE VOICE, as instructions, such as "change something" or "rewrite Objectives".
