The problem is not which is correct, but how natural such a comment (P2) is. It's not natural. We don't comment on other people's statements with yeses and nos.

We virtually never say 'yes' or 'no' to He doesn't like peas, or The baby was born yesterday

Well, now you're asking a completely different question.

He's never been to Shanghai, has he? is answered the same as Has he ever been to Shanghai?

(Yes or No for the short version; Yes, he has or No, he hasn't for the longer version.)
