Does the ; semi colon in the following sentence make the latter statement seperate from the first part of the sentence?

,in an upright position,at a distance of at least 60 feet from the right-of-way of the highway,road or street on which the subject premises fronts and at least 20 feet from an adjoining property line);and not more than two such vehicles are so stored on the subject premises at any one time;or
