Commas with 'too'

Would you personally omit the comma(s) before and around 'too' in these examples?

“He, too, decided to go.”

"He decided to go, too. "

And, I say the first example below is preferred over the second one below - do you agree?

1. I love the sound of thunder too, but sometimes it scares me.
2. I love the sound of thunder, too, but sometimes it scares me.
