Commas Rule

Do I need to use a commas after "that's why" in this sentence: "That’s why, in Vietnamese, this kind of field is called “ruong bac thang” in which “ruong” means field, and “bac thang” means “step"?

Plus, should I put a period after "March 20, 2013" or a commas for my paper?
