Commas & list

Hey there,

In the following article, is it possible to interpret it in 2 ways? 1) That in order to qualify as family any of the people listed have to reside with you, or 2) that "any relative permanently residing in the employee's household or with whom the employee permanently resides." can be considered an independent clause and your parents, spouse, etc., do not have to reside with you to qualify.

"For the purpose of this Article, family is defined as spouse (or common-law partner resident with the employee), children (including foster children or children of spouse or common-law partner), parents (including step-parents or foster parents), or any relative permanently residing in the employee's household or with whom the employee permanently resides."

Thanks!
