Commas Between Name Tags and Present Continuous Phrases

There needs to be commas between name tags and present continuous words, right? For example:

"Good," Jane said, walking away.

"Yes, I do!" Billy said, jumping up and down.

Those commas after "said" do need to be there, as I understand it, otherwise the name tags look too connected to the additional information. Or is it optional to put the comma?

That's what I thought. What about when the present continuous is used as a describer without anything following it, like so?

"I don't think so," she said smiling.

Should there be a pause after said?

Yes, in my opinion.

I wouldn't call that Present Continuous. It's a Present Participle.
