Commas after short introductory clauses?

Hi - I'm never sure about commas after short (adverbial?) introductory clauses as listed below. Can anybody tell me if all 3 examples below actually require the comma, and what the basic rules concerning such instances are? Most grateful, Robboe.

- On 10 December, the company decided to blah blah blah
- Following comprehensive deliberations, the company decided to blah blah blah
- In particular, the comprehensive deliberations of 10 December lead the company to blah blah blah

[:^)] , well, ok, then, hmm, comma, ... but if you were a comma, would you feel comfortable there? seriously, pls, I'd be grateful for a reply.
