Commas after Dates

I've been getting into arguments with my firm's coworkers about putting indiscriminate commas after dates. The proofreader at my firm is insisting that I indiscriminatelly insert commas after dates.

For example, correct usage: Johnny goes to school on April 12, 2006, June 4, 2006, and July 5, 2006.
I think these commas are optional:
(1) The book may be taken on January 2, 2009, since it must be returned at that time.
(2) Johnny goes to school on April 12, 2006, and July 5, 2006.

However, it's not optional and no comma should be inserted after the date here.
(1) The press release issued on June 13, 2007, was withdrawn.

(2) The salesman hired on January 3, 2007, was sent to Wyoming to train for his responsiblities.
Would commas be absolutely necessary here? If I'm right, could someone cite the correct usage in, say, Uof C's Style Manual, or AP Style Manual?

A comma separating the year from the rest of the sentence is required in all cases.

I'm highly baffled by the above. What did they teach you - that the stress is on the 'A'? That can't be right.
While checking the dictionary, it turns out I've been pronouncing the verb "to separate" incorrectly all along.

He is saying that the spelling is "separate" not "seperate"; a common mistake.
