Commas after brackets

I am having a friendly set-to with my boss. I could have sworn I was taught to put a comma after a closing bracket. I appreciate it doesn't always seem necessary, but did I imagine this? Thanks.

Thanks. For example:

"The cost of commercial waste is then deducted from the total expenditure (residential waste is collected under Council Tax), and the resultant cost is split." (exciting stuff eh?!)

I can see there is no difference to the meaning with or without the comma and I saw an earlier example on here where the meaning was changed depending on whether or not the
