Personally, I would not use any commas in that sentence, or maybe just one, after "At this". I try to avoid commas unless they are absolutely necessary.

If the only Caliph is Al-Mansour, the commas are correct.
At this, the Caliph, Al-Mansour, ordered that the gardener should be brought before him the next day. I would say, "...that the gardener be brought..."
If there is more than one Caliph, the only comma should be after "At this."
