Comma with "where": restrictive or non restrictive?

I'm confused about the placement of the comma (or not) in this sentence (New York, where.../ New York where...). Please advise whether there should be a comma (if nonrestrictive ) or not (if restrictive/essential).

After staying in San Diego for a few weeks, we then went to New York where the next conference was to take place.
