Comma use: essential or not?

Hi. I feel we do not have to surround the underlined parts with commas. As for no. 1, I think we can put "which is" before "signed" and do away with commas for the underlined part. I am not sure we can do the same with no. 2, though. On second thoughts, I think no. 2 needs a pair of commas to surround (enclose?) the underlined part. What do you think?

1. This fantastic photograph, signed by John Doe and Jane Doe, comes with a frame.

2. The XXX program, working with experts in other agencies, is developing programs to help those in need.

The commas are needed in both cases, since it seem to be extra information within each set, and 'which is' will also work in both sentences, at least in concept; I admit that it is infelicitous in #2.
