When using the word however in a sentence do you typically use a comma before and after the word?

It depends on the structure of the sentence. Here are two typical examples:

"The truth, however, is very different."

"I was supposed to meet him; however, he never arrived."

It's common to see sentences such as "I was supposed to meet him, however, he never arrived." but to me this is wrong.
