Comma usage

Hi Teachers,

Is a comma necessary here (after boy and after word)?

The boy who couldn't speak a word just delivered a fantastic speech.

I am assuming a comma not necessary.

Without context, it's correct with and without commas. If the boy has been mentioned previously, commas should be used. I can't understand how anyone who cannot speak a word can deliver a speech, though.
