When the writing contains a reporting verb without the surrounding quotation marks, why is the comma still being used as a separator? This type of construction is particularly prevalent in top newspapers (the Guardian, the Telegraph, etc.).
Is this a contrived example of a nonessential comma being deployed--i. e., the material after the comma could he omitted with what remains still making sense?
