Comma usage

Hello,

I have a question about correct comma usage.

1.) Our neighbour, Mr Smith, looks after our budgie when we are on holiday.
2.) Our neighbour Mr Smith looks after our budgie when we are on holiday.

I think the commas in sentence 1 are correct, if there was only one neighbour in the area.
Comma usage in sentence 2 would be right if the speaker has more than one neighbour and Mr Smith is the one who looks after the budgie.

Are these assumptions correct?
