Comma usage

Is there supposed to be a comma between the words departures and vacancies in the paragraph shown beloe?

Due to the expiration of a term of one regular position on June 30, 2010, the Town Council needs to make appointments for the period of July 2010 – June 2012. In addition, due to Commissioner departures vacancies exist in the other regular and alternate position.

Yes it does however I think that rewording the whole paragraph would be better to make it clearer. I also think you mean alternative rather than alternate. PS.

I would definitely use one - for clarity, if for no other reason. (One might mistakenly take "commissioner departures vacancies" as a phrase.)
