comma turns into Full Stop?

I'm told that the comma automatically turns into a full stop within the quote marks. That is why the British place the comma inside.Is this true? And example below, is it correct in BR English?
Example- "I am going to run for office," Mimi said.

eg
"I am going to run for office," Mimi said, "and then I'll come back."

Here the comma is a comma

that's the end of that sentence in the quote marks. Does that mean in BREnglish the comma goes inside the quotes because it turns into a full-stop for that particular quoted sentence - "I am going to run for office." So comma goes inside in BREnglish for that sentence ? So do this then--->"I am going to run for office," Mimi said.
