Comma to connect clauses

Is the following sentence correct English?

"The elastic tissue that controls movement, muscles are responsible for all life functions."

I got into a heated debate with my friend over whether the two parts of this sentence can be connected in this way. Is there a grammatical framework that supports this? And if so, please explain it. Thank you!
