Comma to allow a person to pause?

Hi. Would you say that the comma placed after the word 'answers' is done to allow a reader a moment to pause? Then, would you say that the comma use is dictated, more or less, by the need of a reader, as he/she proceeds onward with the sentence rather than some comma usage guidelines you are told by someone or some source? Going further, would you say most of the comma usage follows this concept (if it is a concept we are talking about)? Other punctuation marks don't seem to be following the suit (if I phrase it correctly to say what I want).

When pupils have finished, either tell them to check their answers, or ask them to dictate the text for you to write on the board.

Actually, I'd prefer to say that commas are used to show the reader where a speaker of the words would pause.

Remember, speaking and listening, and pausing, came first. Writing and reading, and punctuation marks such as commas, came later.
