Is the first comma correctly placed??? I don't think it's proper to put it there. What do you think?
I'd put a comma there. If you remove it, the second 'and' makes it hard for the reader to properly understand the sentence.

I agree with Clive. "...according to people." is a very odd phrase. You could say "..according to some people.", if you want to convey the idea that some other people might disagree.
