(I wouldn't really describe a sentence as a comma splice if it does not contain a comma.)

A comma splice is just a run on sentence that has a comma stuck in it to divide the two sentences.

John went to the ballgame he ate a hotdog and had a coke while he was there. (run on)

John went to the ballgame, he ate a hotdog and had a coke while he was there. (comma splice.)
