Comma splice?

"Just so that I'm clear, can you explain what you want me to do one last time?"

Is this a comma splice? And if it is, what punctuation would you use instead of the comma?

Out of interest, is there a technical term for what sort of phrase "just so that I'm clear" is?

I think it's just called a 'comment phrase'. It seems adverbial to me.
