Comma question - "It is remarkable that, when faced with..."
Consider this statement:
"It is remarkable that, when faced with such burdens, they managed to persist."
Is the first comma grammatically correct? What rule of grammar justifies it? Or is the more common variant (with the comma removed) more grammatically correct?

Both commas or no commas. Removing the first comma merely leads to bad punctuation.
