Comma question

1.The city Melbourne is the capital of the state of Victoria in the southeast corner of Australia.

Do I have to set off "Melbourne" with commas as in "The city, Melbourne, is the capital of the state of Victoria in the southeast corner of Australia."?

Or is there no need to add commas?
