comma problems

I have some questions about the following sentence.

The daily consumption of electricity in England is about twice as high in the winter compared to the summer.

First, can i put a comma before compared?
If so, what's the difference between the one with comma and the one without it?

FYI, that sentence is from an article.
What i want to know is:
when a sentence start with "Compared to...", a comma is necessary put behind the participle clause.
But if i put compared to... at the end of the sentence, would it essential to add a comma before the participle clause.
