Comma or Period to Follow?

Please settle this at-work dispute. If the words 'Thanks' and 'Thank you' are used at the end of a memorandum or a letter, are they followed by a comma or a period?

I say that the comma after 'Thanks' and 'Thank you' is utterly wrong in every way. They should be followed by a period instead. Do you agree?

'Thank you', followed by a comma in this sense, looks mondo bizarro, no?

Yeah, but in the absence of a person's name after 'Thanks' and 'Thank you', we wouldn't use one, agreed? I see this a lot and believe this is an egregious blunder committed on behalf of the writer.

Example:

Joe,

We received your request...

Thanks,

If a person's name doesn't follow 'Thanks' and 'Thank you', then we'd use the period
